SDL Guidance Council
The purpose of the SDL Guidance Council is to help guide SDL strategically and tactically, support customer relationships, and provide industry insight and networking.
General Bruce Carlson, USAF, Retired
General Bruce Carlson’s prestigious military career is evident by his many past accomplishments including serving as Director of the National Reconnaissance Office, Commander in the Air Force Materiel Command, Commander of Air Force Strategic Command, Joint Functional Component Commander for Space and Global Strike, and Deputy Chief of Staff for Air and Space Operations. General Carlson is retired from military service, but continues to play a vital role as a consultant.
Mr. David Lee is a founding principal of Lee & Smith, PC, a Washington DC based law firm specializing in federal legislative and regulatory matters. His past experience includes serving as Vice President and a member of the Board of Directors for the Washington, DC office of Jones, Waldo, as well as several senior staff positions on Capitol Hill, including Counsel and Chief of Staff to the late Congressman Gunn McKay (D-UT).
Senator Jake Garn
Senator Jake Garn is most widely recognized and respected as a previous U.S. Senator. Among his many accomplishments, he served as a Senate appropriator, U.S. Navy pilot, and he flew as a payload specialist on the Space Shuttle Discovery STS-51D mission.
Mr. Lynn W. Heninger works as an independent consultant/Lobbyist in his own firm, Carriage Hill Consulting, and is currently serving as a USU Research Foundation Board Representative. Some of his previous experience includes Vice President of Government Relations, Defense and Aerospace at Kimmitt, Senter, Coates, and Weinfurter (KSCW), NASA Deputy Assistant Administrator for Legislative Affairs and the Director of NASA Programs at ATK, and he served in the U.S. Army.
Colonel Gary E. Payton, USAF, Retired
Mr. Gary E. Payton is the former Deputy Under Secretary of the Air Force for Space Programs and former Deputy for Advanced Systems at the Missile Defense Agency. He flew on the first dedicated Space Shuttle Department of Defense mission, STS-51C. He is a former spacecraft test controller and instructor pilot and currently teaches Astronautics at the Air Force Academy.
Sue C. Payton
Sue C. Payton served as the Deputy Under Secretary for Advanced Systems and Concepts from 2001 to 2006. She was also the Assistant Secretary of the Air Force in acquisitions from 2006 to 2009. She is currently the president of SCI Aerospace, Inc. and serves on several Boards.
Major General Garry A. Schnelzer, USAF, Retired
Major General Garry A. Schnelzer is the former Program Executive Officer for Space. He has also served as Deputy of Technology, Deputy for Systems, Deputy Director acting for Strategic Defense Initiative Organization (SDIO), and as a consultant to SDL. He retired from military service in 1995 but remains heavily involved in the Missile Defense Agency and space industry as a consultant.
Rear Admiral Elizabeth M. Young, USN, Retired
Rear Admiral Elizabeth M. Young is the former Director of Systems Engineering at the National Reconnaissance Office (NRO). Prior to this appointment, she served as the Program Manager for the Low Earth Orbit System Program Office in SIGINT and the Deputy Program Manager and Chief Systems Engineer of the Advanced Concepts Staff in the Imagery Architecture Program in the Imagery Intelligence (IMINT) Directorate.
